A Dial-Up Internet connection in Belgium goes from 15$ to 60$ a month for an unlimited access account. It only depends on the quality you want. That of course isn't cheap:)
You also have to pay your Telecomms-operator 1$ or 2$ a an hour depending on the time of the day. Over here that is Belgacom, among surfers also known as Belgacow.
I pay +- 35$ a month for a connection via cable-modem (unlimited access). I am lucky to live in one of the few towns that offer this service at the moment.
Internet-penetration of households is not very high, but more and more people are buying cheap PC's ( less than 750$) in order to access the Net. Those are not brand-PCs like PBell or Compaq but no-name supermarket-PCs
