And yet our first Congresses gave money to the poor even though there's nothing in the Constitution about doing that. At one point they offered to give government owned wood to farmers who were freezing. Another member of Congress agreed to give them free wood instead (that he paid for out of his pocket). Had he not paid for it Congress would have given them free wood.
