Any choice have an outcome. The Chinese had two choices: Let the life run its course and have this outcome you mentioned.
Or curtail population growth. They chose the later.

The later has the outcome we all know.

That's mixing up correlation and causation. Note than Japan did not do that and neither did Singapore or Taiwan or Sourh Korea.

They don't have begging children. None to speak of. None I have seen.

Iran didn't do like China but their baby booming has fallen off a cliff.
