I was studying AI back in late 80s. It was simply a matter of computers writing their own code. It all started with Strategic Defense Initiative. aka Star Wars. Reagan times.

To put automated defense and attack systems all of them autonomous would have required a gigantic software effort. There weren't enough manpower to wrote all the code and then they could not import Indians or other foreigners by the plane load.

Thus the idea of AI which was computers writing their own code. See also 5th Generation computers.

DARPA scientists and engineers approaching retirement have been working for Silicon Valley and resuscitated the concepts and technologies to civilian use now to persuade tech companies to invest.

To persuade companies and investors the slick guys need to show the "potential" and then the marketeers and the press take it from there.
