Microsoft has started disallowing Windows 7 and 8.1 updates on machines running the latest hardware. One developer has had enough, and is releasing a patch to help users get around this artificial blockade.

To be clear, there does not seem to be any legitimate reason to block these updates. Microsoft just really, really wants you to use Windows 10.

I can only assume this was again Microsoft desire to get everyone on Windows 10 and make it easier and faster for them to shutdown support for anything older. Apple has been doing this type of thing for years. Legacy support is a curse for any fast paced technology company. So they are trying to discourage people from buying a new machine and then using an older version of Windows.
