How hard would that be? Is it just a matter of installing the VISTA hard drive into a slot in the new Windows 10 PC?

Yes or even more simple for external. Put it inside if you have a spare bay and wiring. You should. If not, get an external case on Ebay/Amazon and plug it in to a USB 3 slot if and when you need it. Install EasyBCD 2.3 (it's brain dead simple) for dual boot, and everything is done. You would have to change boot order in startup to include usb drive if external. I'm pretty sure external would be slower...and remember you may never need to install it.

If and when the time comes, ask here for help.

Sorry, but it's not that easy. A new computer with your Vista drive plugged into a SATA port probably won't boot Vista because of motherboard differences.

Keep your Vista computer available till you are comfortable with the replacement machine.

Sorry for the bad info from me. Thanks, Josh. You mentioned that several times recently about the motherboards!
