Guilty people can be victims of crime too.
She is no victim. It's her own damned fault she got hacked.

There is no excuse for someone so high up in politics to be that negligent with information security. None at all.

If she wanted convenience, which was her initial excuse, she should have hired more people to come up with a viable solution to her e-mail troubles.
