I am locked in with cable, phone, internet due to the HOA community contract which includes an onsite tech standing by to service our 1040 homes here.

Bill creep seems to be a problem with providers of internet and insurance.
Assuming there is competition where you live, change, or threaten to change every 2 years. Last year I got a quote from Comcast, used that leverage to get Verizon to drop about 40%. There are always good intro deals, and you can usually get something similar by threatening to leave.
