Crime isn't caused by a lack of jobs. There are always jobs to be done. People just dislike the jobs on offer and the pay rates.

Crime is caused by criminal philosophy. One problem is politicians making it illegal to hire people because the politicians declare and make law that there's a minimum pay rate. They also make absurd employment laws making it uneconomic to hire people. They also rob Peter to pay Paul so Paul doesn't intend to do jobs of low value.
