That's really not clear thinking. First of all, the budget and purse strings are managed by Congress, not the President. It was Congress that balanced the budget, lead by Gingrich. Clinton's part was in being a relatively moderate President on economic issues. So Gingrich could work with him. Together, they balanced the budget briefly.

As for Obama being admired across the globe, that is not entirely true. yes, he was loved by Europeans, because Obama was a big proponent of liberal progressive thinking and managed to get Congress to pass a huge socialist program called Obamacare. So yes, the European Socialists loved him. Our enemies, on the other hand, had no respect for him. They openly laughed at Obama and his silly red lines that meant nothing.

I think you should spend less time worrying about whether other countries love our President or not. I judge our President by the good he does for American people, not by how much money he gives aways to other countries to buy their love.
