I of course refer to your comment:

You might be confusing here IMF 'loans' with 'foreign aid'.

One of the obvious reasons these Asian countries are having trouble could be that their Current Account deficit is way out of line with their 'Foreign exchange reserves' due to some of the reasons you have pointed out very well in your post.
