You might want to take a look at the numbers in 2003, which was the earliest the bill could reasonably have been brought to Congress. But it doesn't matter. You're always going to gave an excuse. One can argue there were other factors also, but it is self-evident that the single most important contributor was the GSE problem. The fact that the debt was viewed as "government backed" made it seem riskless. It was a guaranteed disaster precisely as Brooksley Born predicted before being summarily fired by Clinton.
