Choosing immigrants based on what they can contribute is akin for central management of the economy, only you are trying to manage both the social and human factors and the economy which is so much more impossible to do.

And declaring some kind of duty for pulling the human sludge out of their conditions reeks too much of delusions of grandeur and messiah complex.

Instead, the US should focus on creating internal conditions that are conducive to societal progress and clean up inconsistencies within its system. Set an immigration quota and accept those who think they can weather the storm of moving into the melting pot. Those who cannot stomach it either will not apply or will go back. The rest will contribute well.
