If you don't have M#3 obviously you develop countermeasures to deal with problems.

If you do have it, then the need is not there.

Take electric cars. The concept can possibly fly on advanced countries. Never in less developed countries.

See, the advanced economies are post-industrial and going post service. They can do the electrical car thing. Not the vast majority of the world.
