Point was....when a study’s conclusions coincide with the values the institute exists to promote, you might want to take them with a grain of salt. Not saying there are no truths in there...I deal with permitting of projects in Seattle, and the costs can be pretty ridiculous. But with increased population density comes an increased need for regulation....the balance is what is difficult to get right.
