At one time there were "sane and moderate" conservatives who simply felt that too much liberalism was making people weak and unaccountable. A welfare state that only gives handouts is almost certainly going to make people dependent. That is a valid concern. It's like giving cash to winos instead of food, medical, shelter and clothing. Everyone should be engaged in some kind of activity instead of getting money for just being poor. Even the disabled can call and do check-ins, advocacy or escalation activity within the bureaucracy. Scandinavian countries found the right balance IMO.

There is reasonable fear WRT creating and maintaining breeding underclasses if some mandatory, but secular, life guidance for those that are struggling and in need of aid is absent. I've never supported just throwing money at the problem that didn't involve some personal reciprocity and accountability. That concern used to be in the framework of "conservative". It isn't anymore or at least the voice has been stifled.
