Where did you get this info for H&S tops? As for GE, the head & shoulders top that formed during most of 2016 should have resulted in a decline from 33 to ONLY 18.75, followed by a reversal to new highs. The failure to hold 18.75 suggests the stock price will not find footing for a new bull market before a washout much lower occurs, and much further (years) down the road. Most books I've read on it say the targets are MINIMUM targets. The first big, obvious failure was the neckline tested from below at $24. If you look closely, there is one between 2015 and last fall that projects to $15ish.... just about there.
