The Steele dossier was published after the election. It was NOT done as a grudge (that's just a stupid lie Dumbty made up - why do people believe crap a known pathological liar says?). It was prepared by a retired British spy handler. Steele's job had been to recruit Russians to defect or stay in place and turn British agents. He handled FSB defector Alexander Litvinenko.

The dossier he prepared was based on things his Russian contacts told him "out of school." He reported the secret sale of 19% of Rosneft six months in advance. Which means he DID have covert contacts high up in that government owned company.

Oleg Erovinkin, who worked directly under Rosneft head, Igor Sechin, was killed under suspicion of being a source for Steele:

Steele's dossier also said Carter Page had talked to Sechin about dropping sanctions ... that has been admitted by Page.
