Still though, in today's day and age, I don't know of a US or European policy of keeping Haiti in the gutter. Mostly, our countries try to help. The main boot I see on the neck of Haiti is the cynical Clinton boot of exploitation. So in that sense, you are correct, but I don't agree, unless you provide proof, that the US has any negative policy against Haiti to keep it subjugated and poor. Maybe we ignore them, but that's not the same as subjugating them.
