actually Reflection, there is really only 1 reason that a company needs a proven resource, and that is to raise money for developement either:
1. to sell the resource or company out right.
2. to entice new investors.
3. to go to the bank to borrow money based on the resource.

It would be much harder for a company to raise money to develop a non proven resource, but it could be done.
