I doubt it. Pick 10 guys off the street, give them a 6 month course in Bureaucracy 101, any one of them could do the job. The challenge isn't finding people to do the job, it's getting rid of the job.

the entire pool of people qualified to serve as secretaries, heads of agencies, etc
