I am much more concerned with the U.S. Military than I am about what China is doing. The all volunteer force in the U.S. is a slow moving catastrophe, decoupling the consequences of military intervention from the political process.

If there ever was a nuclear incident in N/K Such as a preemptive strike. It would very likely occur at a time when the winds were northward to prevent nuclear fallout from causing damage to larger southern populations.
On the other hand an incident could well result from a malfunction of something N/K is doing. With the advancement in technology it is not impossible for the CIA to infiltrate their control system. Accidentally on purpose causing a detonation.
