Am I right in understanding this is not Small Cap but the Big Time?

As a sales manager for AT&T small business markets, I can assure you that .135 is NOT the lowest rate we can give our business customers. I don't know where you are getting your information, but it is completely WRONG. Our rates vary depending on how much a customer bills per month, and how long they are willing to commit to AT&T. If .135 was the best we could do, the competition would be having us for lunch.
