I expected him to enter the ring swinging - like Trump did as soon as he took office. I expected him not to be so naive to think the GOP will allow him to look good. And based on that, I expected him to do everything he could to crush the opposition and win at all layers - federal, state, and even municipal. Say what you will about Trump, but from the sheriff to state elections to everything else, he tries to win for his side. Compare the party position from when Obama first took over to when he left office and there is no question that his leadership - from a partisan perspective - was a disaster.

Now if you want to talk policy rather than partisan politics, then I expected him not to be so hamhanded, secretive, and anti-whistleblower. I did not expect him to extend Bush policies and enshrine them in law (at least W did it dumb ass way that was less destructive). I expected Obama to make campaign finance reform and gerrymandering rather than healthcare his priority b/c those are keystones of political change (remember - change is what he promised). I expected him to create institutions and through them constituencies that would prolong our agenda - you know, like how Trump is doing it for his side. I expected him to do the right thing even if it looked wrong - including sharing the info on Trump and Russians. The list goes on and on. But above all, I expected him not to be so weak that not only progressives would lose everything under his leadership, but that his 8 years of work in the office would crumble and be undone so easily.

Sentiment doesn't matter. Reality gets the last word no matter what. And the legacy of Obama is what you see every time you turn on the evening news. That is the reality of him.
