I think that is the basic solution. That is, eliminate soft targets as gathering spots for people. Churches, schools, and the like.

There is no real solution to rampage killings. School shootings are anomalous events - so they can't be predicted or fully prevented - but there are ways to make it more difficult for perpetrators. And there are ways to harden soft targets in a school building. This is where the feds can provide some immediate help.
