That investigation is still on-going. "nor is there any allegation that the scheme affected the outcome of the election." There is also no allegation that it didn't affect the results. That will be a matter for political scientists, not the FBI, and it really doesn't matter for purposes of this investigation, comrade. People go to jail for attempting crimes, even if they didn't succeed. There should be some indictments for hackers, too, before this is finished.
