No it is not the entire system. I spent most of my life as a social planner and implementer and that is also my education. Systems are good or bad depending on who we elect to represent us. If you have an open mind I can show you the statics that prove you are wrong! Under PL 93-154 the federal government a few million dollars to each state to form an emergency medical services system. Today the entire country has pretty good EMS systems where little existed before. Remember that the next time you dial 911. When one group believes crazy stuff and another group doesn't you cannot lump them together although people in the wrong often do that as a deffense. E.G. how can you defend 49% of Republican believing trump about the Russian threat over EVERY single one of our intelligence agencies. Virtually no Democrats believe that! I'll give you another one: only 6% of scientists are Republican , while 81% lean Democratic and 51% are liberal. Why you might ask: well for one thing they know evolution and global warming are real and Republicans don't believe that. << Koan..I'm going to give you a pass. The whole system is rotten to the core. Until you understand that and want to do something about it you will continue to be in denial.
