Wrong. 1) We don't know for sure none of the named Russians won't be arrested someday. They're safe in Russia now. But well off Russians like to travel. If they visit a European country, they risk being arrested and sent to the US. Also, should Putin be forced out of office, they don't know they won't be served up to the US by another regime as part of a deal to end sanctions. Some of them might be motivated to make their own deal with Mueller, as difficult and dangerous as that would be. Putin would have their mouths shut permanently. Dead men tell no tales. If one or more dies mysteriously, the others might flee into America's arms for safety.

2) Indicting Russians proves this is no fake exercise as President Treason and his supporters claim. It is now very difficult for President Treason to suppress the investigation without basically admitting to the world he wants to protect Russia.
