You don't understand what Mueller is doing. Buy indicting those 13 Russians he has set up a situation whereby anyone who is found to have been colluding with them, or even talking about it has committed a crime. It is a legal tactic. Mueller and his team are among the smartest lawyers in the country and all seasoned hands. It will be interesting to see how you spin it when he indicts some really big fish.
