The school shooter, who seems to typically be someone who knows the school, might well know which classrooms present resistance and which don't. As long as the teacher with the weapon stays in his classroom, that might work for them. Let some other teacher and kids die. I don't think that's the point. As you have pointed out, these events are generally (hopefully) relatively brief. Every second the shooter is moving on to the next target is, potentially, one or more saved lives.
