An senior IBM researcher told me 20 years ago that the quality of papers published by Chinese researchers in his field was getting really good. It is quite likely that China has taken the lead in some fields by now.

USA felt under threat from Japan's stupendous growth in the 1980s with emphasis on quality. Since then the cyberspace revolution in USA created umpty trillion in value leaving the world behind again.

The next big field is biological. The USA is well underway. Maybe or maybe not China can head them off at the pass.

Extra-somatic intelligence is another giant field waiting to find champions. USA is well underway with that too.
