Localities have to decide how much hey want to invest in security. Federal government could lay out a set of standards from which localities could choose, or whatever. They locality decides what it can afford and what it needs.

The basic provision is a classroom in which doors can be electronically locked to make the room secure, and a decent video system. And security measures at school entrances and exits. Basic stuff.

The suburban school my kids attended could have been easily retrofitted I think.
