They could, but when a sufficiently large number of people don't support the law enforcement becomes hard. Witness the prohibition of alcohol and other drugs. Not to mention that banning say AR-15s, or some definition of "assault weapons" is pretty useless, esp. the way its normally been passed (with largely cosmetic features defining if something was an assault weapon or not). Even without such a ban military looking "black rifles" kill fewer people in the US than knives, blunt objects (or non-weapons like accidental drownings).
