What is considered an emergency? Not treating someone with a detached retina and the person losing sight in that eye? Or not treating someone with symptoms of pneumonia and it really is TB? So that oath you are talking about can be construed and interpreted in a lot of ways and by the time an emergency becomes evident an epidemic can start. No, I don't accept that.

Points well taken, Tench. Americans are not going to be happy with long drives to doctors, labs and X-ray dept as well as long waits for all of the above on a regular basis.
