"It was felt important to regulate them", doesn't imply much if anything about how often any incidents happened involving such weapons. This is in part because they where regulated as a response to automatic weapons in general (which did have more incidents, gangsters used tommy guns, not belt fed machine guns), but also partially because a felt importance about "the need to regulate X" often arises without much of anything happening in terms of using or doing X.
