HA! They're looking at having their bad trades made into good trades! In fact, with the roll-overs, they are turning into even better trades!! (Higher interest rates and all.)

Ya gotta give them credit for trying to get away with it but I think the credit they are looking for goes beyond what Congress is willing to put up.

Still scratching my head on this one.
