No. I think the point is that even with extensive training, armed people can be less than useless. The idea that random, untrained people will do better is... Probably not rational. And when you factor in that the people who are eager to engage are probably not the ones you want. For some people, a weapon gives them the feeling of invulnerability. So they wind up losing caution and suddenly you have a bad guy with two guns. Or otherwise making the situation worse.
