No it isn't. If you don't have a gun, you can't accidentally shoot someone else. Just to name one. Giving someone a gun doesn't mean they will be able to use it properly.

When the Weapon Shops open and start selling brightly colored guns that have a personal shield and tuned so they can only fire at people who are threatening you, then things may be different. Of course, then there is that queen to deal with...
