LOL. Maybe, but I don't really see China or Russia doing much. China talks a big game, but they are still polluting like mad. I think subsidies are a redistribution scam, just as you say. I'm not really a supporter of that. i'd like all subsidies, including those for oil and gas, to be eliminated and let these markets compete on their own merits. Already, renewables are cost competitive. The electric cars are not, but they might be soon, if Elon can get his battery factory scaled for the Tesla 3. We'll see.
