Given all the current programs around the world, they should. A number of places have already banned the sale of new ICEs after 2030-40. However, our loading is so severe that atmospheric CO2 has risen when we've kept emissions flat.

there are other technologies that can be deployed to recapture co2 if someone deems it useful and cost effective
Planting trees might work. :-)
