In 1974 a Bowmar or Texas Instrument battery powered calculators where the thing every science major had to have. Putting your calculator within 3 feet of a radio you could hear the CPU and the processing result every time you pushed a calculation button because the CPU had no metal shielding. The easiest way to make a desktop non-compliant is by removing the Faraday Cage - ie running it with the metal case removed. These are three Antminers as certified by the FCC when imported and the photo from your story showing how it's typically used to facilitate cooling. Instant noncompliance.
