There was no owner. And the pitbull was actually there and had killed one dog and attacked another. Made their own yard unsafe for their young children. A liberal like you has no solution to a real problem. You can only pout and whine the world shouldn't be like that. The government, of course, should prevent anything bad from happening by running everything .... determine what kinds of dogs can exist and regulate all dog owners. Inspect every dog owner for safety.
