In the United States we used to put crazy people into Insane Asylums. In the 1960's people discovered how medieval those places were and freed them all into society, with the idea that public resources would be provided for their treatment.

They were closed through out North America during the same period. And the facilities sat empty for decades. An ill thought out move. What should have happened is the facilities should have been reallocated to treatment centers for the mentally disadvantaged.

Rather than the abuse which took place in the asylums and permanent incarceration for most every one committed. Rehabilitation and education with living productively within the social structure could have placed many back in society. Benefiting the patient, safety for the general population while lowering long term cost. Some may never have responded to treatment and remained incarcerated. But the number would still be far less than those now imprisoned.

As far as world population expansion. It will have to be controlled in some form. Earth can only support so many. Sterilization is far better than allowing children to be birthed with no other destiny but starvation.

However we are not at the point yet where world religious leaders would allow it to happen. Preaching to their followers it is God's plan.
Doing anything to lessen the population would have a direct effect on the number of tithing followers. Having a large congregation allows for a very comfortable tax free lifestyle.
