BAGHDAD, Iraq (Reuters) - The American head of a U.N. arms inspection team said on Tuesday
that Iraq had barred his officials from carrying out their work.

Scott Ritter told reporters: "Unfortunately the government of Iraq has undertaken not to provide
governmental officials from the National Monitoring Directorate whose job it is to facilitate our
inspection."

"This refusal to provide the...officials in effect means we cannot carry out our inspection and is a
failure of Iraq to comply with its obligations to carry out the provisions of a Security Council
resolution, because without these Iraqi government officials we cannot go to a site," he said.
