Trump has already won act #1 of the trade war. Trump imposed 50-60 billion in tariffs. China 3 billion.

Hmmm. Maybe Hayward is confused because Kudlow wasn't around for the tax bill. It's my understanding that Larry Cohn had the biggest part in the structure of it.
