I've also read that as an Omnibus Bill, where the money is slated is not cast in stone. IF TRUE, and I were Trump, I'd be directing all the money I could toward my pet projects and drying up funding for planned parenthood etc. But I believe the jury is still out on that. I'll let smarter people than me come back with an honest reading of the legal side of this bill. If this is true, congress will never send the President an Omnibus bill again...they might actually be forced to do their job.
