I don't know Jim. Usually the VOR is tuned in from the pilot not the groung crew. VOR (very high frequency omnidirectional range) is a navigation device that transmits signals in 360 degrees. The pilot dials in the radial (frequency) on his VOR receiver. The only way the pilot could have flown the radial you mention was if the VOR transmitter was on the mountain. I have heard this speculation. That the VOR at the field was turned off and a portable device was transmitting from the top of the mountain. But, there I go again adding to the speculation. Again, it is not too difficult to be off course with the avionics on board the plane. Actually, I don't think the pilot was navigating on a VOR. I think it was ADF, which has a much greater margin of error.
