Russian scientists say recent tests in Syria show it would require less than two tonnes of Foliant to eradicate Israel.

But it would require the production and distribution of a huge quantity of polyoxoniobates to make Pre-Syria (the former Israel/Palestine) ready for resettlement.

Decontamination would be particularly essential in enclosed areas not exposed to the ultraviolet in sunlight.

Hard to separate IMO.. Russia has always wanted an Indian Ocean port.. and The Brits and now US have done their damnest to prevent that.. That is why the Russians were in Afghanistan.. It brought them pretty close.. Destabilizing also keeps radicals on the Chinese border where they already have local problems..

So whether it's about selling arms or realpolitik.. is pretty moot I think.. it is both .. They go hand in hand..
