The answers you think you seek are not ones you would accept.

High school graduation rates are low where ever people are poor.

Increase the social safety net, offer free public pre school, like they are doing in France and you will see graduation rates rise everywhere.

And that is what you should be interested in, solutions, not playing your games of gotcha.
