Yes, the Constitution is a living document that changes over time. When we look at our first Congresses they did things that are not in the Constitution such as helping the poor, building roads and bridges and so much more. Jefferson bought the LA Purchase without approval from Congress etc. So the militia is something every president has ignored for generations. It wasn't called into active service even after 9/11. The gun nuts went hunting instead of defending the homeland and now claim their guns are a right to because they like to play with them.
